A Master’s degree in Construction, Engineering, Civil Engineering, or Electrical Engineering, ideally with CCT and/or CCE certification or a comparable qualification.
At least 5 years of relevant experience in cost engineering, preferably within offshore projects or similarly complex environments.
Strong expertise in cost engineering tools (e.g. PIN), with a systematic mindset – capable of building, maintaining, and improving frameworks, models, systems, and databases to drive standardization and professionalization.
Familiarity with long-term contracts, investment processes, and impact analysis of indexation clauses.
Excellent command of Business English; Dutch is not required but helpful.

How do you keep the Netherlands powered? As Cost Engineering Coordinator Offshore (within TenneT we call it a Cost Engineering Advisor), you are responsible for leading and professionalizing cost engineering within our offshore projects, ensuring robust estimations and strategic cost advice that support investment decisions and project success. You will also:
Team Leadership and Coordination – Act as the first point of contact within the Cost Engineering team, distributing tasks, streamlining workflows, and clarifying roles and responsibilities.
Stakeholder Engagement and Visibility – Strengthen the visibility of the Cost Engineering team among internal and external stakeholders, fostering strong relationships and alignment.
Content Expertise and Support – Serve as a hands-on expert with a solid foundation in Cost Engineering and Project Control, supporting the team and elevating the overall quality of work.
Communication and Decision-Making – Demonstrate strong interpersonal skills, prioritize effectively, and make clear, confident decisions. You are approachable and actively involved with both the team and the wider organization.
Cost Engineering Specialist – Participate in negotiations of project contracts as required, create CAPEX cost estimates and indexation and cost+ calculations to determine the Estimates at Completion throughout the project lifecycle. Collaborate with and challenge contractors, assess financial impacts of changes, and identify optimization opportunities.
You will work within the Large Projects Offshore Netherlands(LON) unit, part of the Project Management Office, Delivery & Development (PMO D&D). The team consists of around 15 experienced colleagues, including 5 Cost Engineers. Together, you contribute to the realization of offshore grid connections—essential for the energy transition and a stable energy supply in the Netherlands. The team culture is collaborative and professional, with a strong focus on innovation.

Large Projects Offshore is a key contributor to the energy transition. The Unit is responsible for the current and future development of the offshore grid as a whole and subsequently for the development and realization of the DC interconnectors and the Offshore Wind Farm grid connections in both the German and Dutch sectors of the North Sea.

A permanent contract with a two-month probation period, based on 32 to 40 hours per week.
A salary in job grade 9: €4,675 – €9,196 gross per month (full-time), plus 8% holiday allowance and 6% year-end bonus.
43 holidays per year (based on full-time employment).
