2GW Offshore Wind Program
More offshore wind energy is needed to achieve the climate goal of a 55% reduction of CO2 emissions by 2030. In 2022, the Government raised the target for offshore wind capacity from 11 to 21 gigawatts (GW) by 2030/2031. Achieving this target means offshore wind farms will supply 16% of Dutch energy needs. It also equates to approximately 75% of our current electricity consumption.
Our electricity consumption is, however, expected to increase. Therefore, we will need even more offshore wind to be developed after 2030. Future scenarios for energy systems (supply and demand) and the North Sea Energy Outlook (Noordzee Energie Outlook) indicate we will need between 38 and 72 GW of cumulative offshore wind capacity by 2050.

TenneT has committed to a 2GW program to realize at least 14 2GW HVDC Grid Connection Systems that bring the power from the offshore wind farms in the North sea into the Dutch and German electricity grid in the period up to 2031. These Grid Connection Systems consist of an onshore substation and an offshore substation.

For one of the project teams building several of these offshore substations under an EPCI contract, we are looking for an enthusiastic and experienced Sub Project Lead (SPL) Auxiliary Systems – Mechanical in our Large Projects Offshore (LPO) department, based in Arnhem.
The SPL Auxiliary Systems – Mechanical is in charge to supervise delivery by the Stations (HVDC) contractor of all offshore platform systems in the mechanical discipline in accordance with all relevant TenneT requirements and contractual obligations. The Sub Project Lead will do this together with a team of technical specialists and a site team throughout all phases of the project from the design phase up to the handover of the offshore substation to the operations department. The scope includes multiple platforms constructed by the same EPCI contractor. Mechanical systems on the 2GW platforms include for instance HVAC, air coolers, platform cranes, diesel generators, elevator, material handling systems and safety systems. You will be working closely together with the SPL Auxiliary Systems – Process who is responsible for the fire protection system, drain system, diesel fuel system and cooling system. Some scope may be shared or shifted between these functions.
Furthermore the Sub Project Lead will support realisation of the goals of TenneT’s overarching 2 GW program and coordinate and cooperate closely with the overall project team and is responsible for the achievement of the goals for his scope (including SHE, time, quality and costs). As SPL Lead Auxiliary Systems – Mechanical you are reporting to the Project Lead Platform.
Your tasks and responsibilities:
- Manage the EPCI contractor towards a successful completion of the design and execution in terms of safety, compliance with the contract, schedule and quality.
- Manage the document review cycle for your discipline and review critical documents yourself.
- Follow up on the manufacturing and testing of your packages at the vendor’s premisses.
- Follow up on the site installation, mechanical completion and onshore/offshore (pre)commissioning activities for the packages in your scope together with the site team.
- Cooperate with the certifying authority for approval of the packages in your scope.
- Act as a central contact person for assigned stakeholders (e.g. Asset Management and Grid Field Operations) with regard to the affected systems.
- Act upon changes, wishes, requests and discussions coming from internal and external stakeholders
- Support a successful implementation of Safety by Design.
- Support a successful implementation of systems engineering.
- Ensure the 2GW standard design is adhered to and implemented correctly.
- Align with experts and teams within Offshore NL/GER and various other departments within TenneT and take into account lessons learned from other large (2GW) projects.
Your profile and background
Mechanical engineering background or equivalent (BSc. degree or higher).
· 5 years+ experience with design, installation, testing and commissioning of mechanical systems in an offshore environment.
· You have experience in complex projects.
· You have excellent communication, cooperation and influencing skills and are able to challenge and motivate both the contractor team as the internal team.
- You show initiative, you are persuasive, sensitive, aware of your stakeholders and capable of balanced judgment.
- You are willing to travel frequently abroad (up to 50% of the time) to the location of the designer in the United Emirates – Sharjah (or other location) and later to the fabrication yard located in South East Asia.
- You will work on Mondays and Tuesdays together with the rest of the team from the TenneT office in Arnhem and on the other days flexible from home or from the office.
- You are fluent in English, both verbally and in writing.
- Speaking Dutch is an advantage, but not mandatory.
· You are dynamic, enthusiastic, intrinsically motivated, you take your responsibility and ownership (committed); no 'nine to five-mentality’.
· Experience with or interest and learning ambitions in technical project management, contractor management and all related processes.
· You have strong problem solving skills.
